Pipeline and Hazardous Materials Safety Administration (PHMSA) is a division under the Department of Transportation (DOT) in charge of creating standards and establishing policy for the safe transportation of energy and other hazardous materials, including through pipelines. This also includes the transportation of pressurized gas cylinders, for which inspection and qualification are necessary to ensure safe transportation of the contents under pressure (compressed gas), considered to be hazardous material. THE PHSMA consists of the Office of Hazardous Material Safety (OHMS) and the Office of Pipeline Safety (OPS). THE OHMS oversees the transportation of hazardous materials by air, rail, highway, and water. THE OPS oversees the natural gas pipelines system in the US and its hazardous liquid pipelines. Under their Hazardous Materials Safety program, the PHMSA grants several approvals, all of which are authorized by Title 49 of the Code of Federal Regulations (CFR)- the principle set of rules and regulations, regarding transportation and transportation-related security, issued by the Departments of Transportation and Homeland Security. These regulations include approvals for domestic and foreign cylinder requalifying centers, hazardous material packaging manufacturers, independent inspection and approval agencies, and classification of hazardous materials and lithium batteries.
DOT Approved Cylinder Requalification Facility
Department of Transportation (DOT) Approved Cylinder Requalification Facility is a company level registration based on the standard 49 CFR (Code of Federal Regulations) 107.805"Approval of cylinder and pressure receptacle requalifiers". This registration is intended for companies that requalify, repair, or rebuild pressurized gas cylinders or tanks. The facility must contact a DOT-approved Independent Inspection Agencies (IIA) to arrange for an inspection of their facility. IIAs are third-party organizations listed in a directory on the PHSMA website and certified to 49 CFR 107.803- "Approval of an independent inspection agency (IIA)". Additional Information
